Summary

skip secret-gated cockpit integration before checkout/setup when its secret is absent
add a cheap deploy file-change preflight before Node install and move Playwright installation until website deploy verification is needed
add a cheap PostHog path preflight before Node install, while preserving the existing Nx affected guard when relevant files changed
